About SNNU
SNNU is directly administered by the Ministry of Education of China, and is one of the first “Double First-Class” initiative universities.
SNNU, located in the ancient capital city Xi’an, has two campuses, Chang’an and Yanta.
SNNU has established 27 schools/faculties with 27 doctoral degree programs, 57 master degree programs, and 69 undergraduate programs. There are currently more than 3,400 full-time teachers and more than 30,100 students. SNNU has a comprehensive set of disciplines, with 13 disciplines ranking among the global top 1% of ESI.
SNNU has established long-term partnership with more than 200 universities and educational institutions in 40 countries and regions. SNNU has initiated the Silk Road Teacher Education Alliance and other related institutions. SNNU has established the Institute of Global Teacher Development, Central Asia Institute (Shaanxi Normal University).
The international students education of SNNU started from the year of 1965, and it has enrolled more than 10,000 international students up to now. It also has a test center for the Chinese Proficiency Test (HSK).
About the Program
In order to promote the Belt and Road Initiative and attract more outstanding students from the Central Asian countries to study in Xi’an, the Xi’an Municipal Government has set up a Scholarship Program for the students from this region.

2.1. PhD: Education, Chemistry, Computer Software and Technology, Materials Science.
2.2. Master: Chinese Philosophy, Historical and Cultural Heritage Protection and Engineering, A study on the Sinicization of Marxism (China’s Development and National Governance).
Eligibility
1. Possess an ordinary passport of the following countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan.
2. Be friendly to China, and be physically and mentally healthy.
3. With good morals, comply with the laws and regulations, hardworking and studious, without any behavior of violating laws, regulations and school rules.
4. Doctoral Program Applicants shall be under the age of 45. Master’s Program Applicants shall be under the age of 35. Bachelor Program Applicants shall be under the age of 25. (The age is calculated as of September 1, 2026).
5. Applicants for undergraduate programs are required to take the Chinese Scholastic Competence Assessment for International Students (CSCA) prior to starting major studies.
6. Not receiving any other scholarship.
Language requirements
1. Chinese-taught Programs
Applicants for undergraduate programs must complete one year of Chinese preparatory study and pass the HSK Level 4 examination before proceeding to their major studies.
For master’s and doctoral programs, applicants in liberal arts disciplines are required to pass HSK Level 5, while those in science, engineering, and art programs must pass HSK Level 4.
2. English-taught Programs
All applicants are required to provide a valid certificate of English language proficiency, IELTS 6.0 or TOEFL 60, or proof of English language proficiency.
Application Procedure
1. Online Application
Log on Shaanxi Normal University Online Application System for International Students (https://snnu.17gz.org/), select the “Five Central Asian Countries” Scholarship, fill in the application information online and upload the following application materials:
1.1 Application Form (refer to the attachment);
1.2 Study plan;
1.3 Valid passport (expiring after September 2026);
1.4 Certificate of highest diploma and transcripts;
1.5 Certificate of non-criminal record in home country with Chinese translation version;
1.6 Recommendation letter;
1.7 Valid HSK certificate or English proficiency certificate;
1.8 Foreigner Physical Examination Form issued within 6 months.
Note: The above application materials shall be in Chinese/English. If they are in other languages, Chinese/English translations shall be provided and notarized.
2. University Recommendation
After preliminary examination, interview and comprehensive assessment, the university will submit the list of recommended candidates to Xi’an Municipal Education Bureau.
3. Final Admission
The final result will be determined after the review of Xi’an Municipal Education Bureau.
