About SNNU
SNNU is directly administered by the Ministry of Education of China, and is one of the first “Double First-Class” initiative universities.
SNNU, located in the ancient capital city Xi’an, has two campuses, Chang’an and Yanta.
SNNU has established 27 schools/faculties with 27 doctoral degree programs, 57 master degree programs, and 69 undergraduate programs. There are currently more than 3,400 full-time teachers and more than 31,000 students. SNNU has a comprehensive set of disciplines, with 13 disciplines ranking among the global top 1% of ESI.
SNNU has established long-term partnership with more than 200 universities and educational institutions in 40 countries and regions. SNNU has initiated the Silk Road Teacher Education Alliance and other related institutions. SNNU has established the Institute of Global Teacher Development, Central Asia Institute (Shaanxi Normal University).
The international students education of SNNU started from the year of 1965, and it has enrolled more than 10,000 international students up to now. It also has a test center for the Chinese Proficiency Test (HSK).
About the Program
Established by the Xi’an Municipal People’s Government, the Xi’an Belt and Road Scholarship for International Students aims to build Xi’an into a renowned city for international students education, attract more outstanding students from Belt and Road countries to pursue their studies in Xi’an, and boost the construction of Xi’an as a national central city and an international metropolis.
· Scholarship Categories And Coverage
Doctoral Programs: 25,000 CNY/person
Master’s Programs: 20,000 CNY/person
Undergraduate Programs: 15,000 CNY/person
Chinese Language Programs (no less than 6-month study): 1000 CNY/month/person. Duration for providing scholarships is no more than 10 months.
Note: This program provides scholarships up to one year. Students must pay tuition, accommodation and insurance fees when registering. If the scholarship application is approved, the scholarship will be issued in accordance with the relevant regulations.
· Eligibility
1. Possess an ordinary passport of the countries jointly building the Belt and Road.
2. Be friendly to China, and be physically and mentally healthy.
3. With good morals, comply with the laws and regulations, hardworking and studious, without any behavior of violating laws, regulations and school rules.
4. Doctoral Program Applicants shall be under the age of 40. Master’s Program Applicants shall be under the age of 35. Bachelor Program Applicants shall be under the age of 30. Chinese Language Program applicants shall be under the age of 45 (The age is calculated as of September 1, 2026).
5. Applicants for undergraduate programs must submit the transcript of the Chinese Scholastic Competence Assessment for International Students (CSCA).
6. Not receiving any other scholarship.

2. English-taught programs
2.1. PhD: Education, Chemistry, Computer Software and Technology, Materials Science.
2.2. Master: Chinese Philosophy, Historical and Cultural Heritage Protection and Engineering, A study on the Sinicization of Marxism (China’s Development and National Governance).
· Language Requirements
1. Chinese-taught Programs
1.1 Majors in Humanities
Applicants need to pass HSK4 when applying for the undergraduate major of Chinese Language and Literature.
Applicants need to pass HSK5 when applying for other majors.
1.2 Majors in Science, Engineering and Fine Arts
Applicants need to pass HSK4.
1.3 Chinese Language Program
No specific requirement for Chinese language proficiency.
2. English-taught Programs
Except for applicants whose mother tongue and official language is English, all other applicants are required to provide a valid certificate of English language proficiency, IELTS 6.0 or TOEFL 60, or proof of English language proficiency.
Scholarship Application Procedure
1. Online Application
Log on Shaanxi Normal University Online Application System for International Students (https://snnu.17gz.org/), fill in the application information online and upload the following application materials:
1.1 A copy of Passport Home Page. If the validity of the applicant's current passport does not meet the requirement (meaning the passport expires before September 2026), please apply for a new passport before submitting the application.
1.2 Notarized highest diploma. Prospective diploma holder must submit official document issued by current school to prove current student status or expected graduation date.
1.3 Original academic transcripts from the previous study stage.
1.4 Research achievements. Published thesis, award certificates, etc. to prove academic capabilities.
1.5 A study plan or research proposal with more than 800 words.
1.6 Two recommendation letters signed by professor or associate professor (Applicants for master’s and doctoral programs only).
1.7 Valid HSK certificate or English proficiency certificate.
1.8 Non-criminal Record issued within 6 months prior to the submission date of the application.
1.9 Foreigner Physical Examination Form issued within 6 months.
1.10 Proof of financial support with a minimum amount of RMB 40,000.
Note:
The above materials should be in Chinese or English, and must be attached with notarized Chinese or English translations if they are in other languages.
Items 1.4-1.7 of the materials do not need to be provided for Chinese Language program applicants.
SNNU does not authorize any individual or institution to enroll in scholarship programs. All students please apply through the only official website.
2. University Recommendation
After preliminary examination, interview and comprehensive assessment, the university will submit the list of recommended candidates to Xi’an Municipal Education Bureau.
3. Final Admission
The final result will be determined after the review of Xi’an Municipal Education Bureau.
